Dr. Felix Librero
DR. FELIX LIBRERO obtained his PhD in Instructional Systems Technology from Indiana University in 1981, with focus on instructional systems design, and cognate areas in journalism, telecommunications, and business administration. He has additional training and expertise in distance education and ICTs for development, and with extensive experience in higher education management during the last three decades, having been Department Chair; Director, Institute of Development Communication; Associate Dean, UPLB College of Agriculture; Dean, UPOU School for Distance Education; Vice Chancellor for Research and Development and then later as Chancellor for six years of the U.P. Open University; Faculty Regent of the UP System. Currently, he is also Chief Editor of UPOU’s International Journal on Distance e-Learning (IJODeL).
