About the resource person:
Dr. Felix Librero is professor emeritus in the UP Open University. He finished his PhD in Instructional Systems Technology from Indiana University in 1981, with focus on instructional systems design, and cognate areas in journalism, telecommunications, and business administration. He has since headed units in Development Communication at UP Los Banos. His involvement in the DZLB Radio Station, School-on-the-Air, and as Dean of the UPOU School of Distance Education in Los Banos eventually led his two 3-year terms as Chancellor of the UP Open University from 2001 to 2007.
The UPOU’s first Professor Emeritus was awarded UP Scientist I from 2006-2008. He has served as Chief editor for the Digital Review of the Asia Pacific, and Chair and President of the Philippine Society for Distance Learning, Incorporated. He was the UP Faculty Regent in 2008. Currently, he is also Chief Editor of UPOU’s International Journal on Distance e-Learning (IJODEL). He is widely published in the fields of development communication, open and distance learning, and administration of higher education.
